After installing the user tool on Windows 2012 Server, in order to create a System DSN you will have to do the following.

Open regedit.

Goto "HKEY_LOCAL_MACHINE\Software\Wow6432Node\ODBC\ODBCINST.INI"

Create a new string entry named "AR System ODBC Driver"
